Company Background
In 2002 ELHL purchased land and gained development consent from Sri Lankan Tourism Development Authority for a 98 room facility on 10.6 acres of land, adjacent to a substantial lake with access to the Indian Ocean. New Airport, Sea port, Southern Highway and existing Railway links will be available and seaplane services are feasible. Ocean beach and transfer station designations are an option. The local community and priest support the project.
2003 and 2004 saw a peak in the Sri Lanka tourism industry through global recognition of its’ idealic location and natural surroundings.
A tsunami hit the Island on Boxing Day 2004 and devastated the people, landscape, economy and short term prospects. It did not affect this resort location. In fact the authorities are keen to designate the resort as a disaster evacuation zone.
The Government undertook an electoral mandate to eradicate long-standing terrorism from the Island. The Civil War conflict ended abruptly on 18th May 2009.
The 2010 Presidential Election and Democratic General Election are over and political stability is widely considered to be the result.
2010 Tourism level has greatly exceeded industry expectations which will lead to stable hotel occupancy levels and average room rates. For tourist volume information reference RSW Partnership Paper 101.
China, India and the Region in general have identified the strategic global importance of Sri Lanka and are investing significantly in new ports and harbours. The USA has more recently recognised the opportunity.
Substantial Investments (domestic and international) into the Island infrastructure has boosted GDP (http://en.wikipedia.org/wiki/Economy_of_Sri_Lanka) which rose 8.2% (2010) / 9.5% (2011 est.).
RSWP has Sri Lankan staff with Governmental connections and a draft Agreement with an International hotel management and marketing services company.
Construction Options
RSWP had identified a preferred global contractor with the capability to both project manage and complete all aspects of the construction.
Resort Management
RSWP strategy is to fully outsource the resort management to a global market leader. Discussions in this area are advanced.
Financing Options
The cost modelling is deliberately conservative to expedite negotiations and assist an Investors’ ability to construct a robust business case. This approach also recognises that some years will inevitably see better performance than others and so keeps the financial projections within levels that are considered reasonable.
